He STILL HAD his doubts even then that is until: 3. Bill sees Georgie in Pennywises lair and he really REALLY wanted to believe that was him that he found his brother until IT says something that Georgie would know better but for Bill this was the only time he knew he would have his closure and acceptance that George was dead. 4. The Rain coat - To Pennywise it was discarded junk. Not even a memorable trophy. It just laid there at the bottom of a heap of other toys and many other belongings to children that victim to Pennywise. To Bill that was his brothers coat. And maybe all that ever really truly remained of his brother, not even a body to be found assuming it wasnt floating like the other children. Not even a proper burial could have been made of so.
